Governments seek to increase employment, reduce unemployment and maximise value for public money on programs such as employment services.

A critical limitation on the success of publicly sponsored employment services is a lack of employer engagement in programs. While there are examples of businesses that have successfully recruited and retained hidden talent, they remain scarce in number, particularly in relation to the most disadvantaged.

This scarcity of successful examples suggests two issues. Firstly, employer engagement is hard to address. Second, understanding organisational approaches required to support the employment of disadvantaged groups needs to improve. Our research addresses these problems by focusing on the role of employer engagement and job quality. By improving employer engagement and job quality, employment services can better address existing problems and deliver greater outcomes.

Better quality jobs underpin good work, which enhances worker health and well-being and results in lower rates of absenteeism and turnover. Good work benefits individuals and firms through enhanced job satisfaction and heightened levels of performance and productivity. Higher quality jobs create more sustainable employment and more competitive economies while also improving social mobility. However, employers’ understanding of, and role in, determining job quality remains relatively unknown despite this knowledge being critical to improving job quality and realising the benefits.

We conduct high quality, independent research to understand the role of employment services and job quality in building healthy and productive work. The research team is happy to work with policymakers to translate the research into policy design and thinking.
